Rectangle marquee keeps reenabling ignores the ribbon setting

I have switched off the rectangle marquee in the options and also via the toolbar.

I then mark files in the file list. use move files. when the file list regains focus the rectangle marquee pop up starts to appear again.

this also happens if folder is changed or file in list is tapped.

this is very frustrating since the marquee causes key presses to be swallowed.

please fix so that rectangular marquee info popup is disabled when the settings have disabled it.
